KESGRAVE TOWN COUNCIL Planning and Development Committee Minutes Minutes of the Meeting of the Planning and Development Committee held on the 27th March 2017 in the Council Chamber, Kesgrave Town Council

1. Welcome and Apologies for Absence – The Chairman welcomed those present to the Meeting. An apology for absence was received from Councillors Athwall and Beecroft-Smith.

2. Declaration of Interests – There were no declarations of interest.

3. Minutes of the Last Meeting held on the 13th March 2017 – These Minutes were received, considered and approved by the Committee, following the vote. (Copy in Minute Book).

4. Clerks Report/Update/Matters Arising  Minute Number 7 – DC/17/0686/FUL – Kesgrave High School – The Committee noted that the High School has confirmed in writing that it has created 10 additional spaces by relocating bicycle racks to the rear /side of the School where a bungalow was demolished. However, the Highways Department of Suffolk County Council has asked the Local Planning Authority to reaffirm the positon regarding the actual potential loss of 10 parking spaces, where the County Council has confirmed that parking cannot be provided in the layby adjacent to the School. The position regarding the said layby will need to be managed by either the local Highways Team or the Police.

5. Members of the Public – There were no members of the public present.

6. Copy Letters of Objection/In Support/Observations – The Committee noted that no letters have been received.

7. Schedule of Applications/Proposals – The Committee considered and made its formal comments/recommendations to the Local Planning Authority – (LPA). (Copy in Minute Book).

8. Schedule of Planning Decisions – The Committee noted the updates. (Copy in Minute Book). 2

9. Referral to Planning Committee of the LPA (Local Planning Authority) as opposed to Officer Delegated or The Planning Inspectorate – The Committee noted that no proposals have been triggered through this scheme of delegation.

10. Public Inquiry – Appeal Reference: APP/J3530/W/16/3160194: Land To The East Of Bell Lane – The Committee noted that the Public Inquiry is imminent and that the Town Council needs to reiterate its previous representations. Councillors Ogden and Patten agreed to meet outside of this Committee to review the formal representations in readiness for the Inquiry. It was noted that consultants have been outside of Tesco and the new Coffee Shop in Kesgrave on various days over the past few weeks. They have been commissioned by the developer/agent. The Clerk has today (27th March 2017), asked the Interviewer to arrange for the developer/agent to contact the Town Council as statutory consultee and Suffolk Coastal District Council as the Local Planning Authority, to give more details about this questionnaire. The Town Council can then arrange to update all other interested community stakeholders and consultees about the survey/questionnaire, so that this can be termed by the developer/agent as a fairly inclusive consultation/engagement session, where the developer/agent would need to reach a fuller, more inclusive sector of the community. The Clerk reported that a response has been received from the Major Projects Officer of the LPA who has advised that he is aware of the engagement and ongoing promotion of the wider site, rather than just the current Appeal area of the site and that this engagement work should be used to evidence part of the wider community engagement in any submissions. 11. Adastral Park, Martlesham – Imminent Planning Application – Councillor Ogden provided The Committee with a verbal update following on from his attendance (with Councillor Comber), at the Site Meeting and Meeting with the LPA, and Neighbouring Parish Councils (Waldringfield Parish Council and Brightwell, Foxhall and Purdis Farm Parish Council) on the 14th March 2017.

12. Housing White Paper – Councillors received and considered this Paper at the last Committee Meeting. It noted that the Clerk and Councillor Ogden have responded to this consultation on behalf of the Town Council.

13. Speeding Signage – The Committee considered the request received from the Traffic and Pedestrian Working Party Meeting held on the 20th March 2017 regarding the proposed purchase for speeding indication highway signage. It noted that following some investigative work, suitable signage is around £1,000 per sign. It was agreed, following the vote, to pursue further investigation for the proposed purchase of two signs and to liaise with the County Council’s Highway Department and Police in this regard. The preferred locations being Bell Lane and Dobbs Lane for the signage. It was suggested that liaison with Martlesham and Rushmere St Andrew Parish Councils with regard to sharing the expenditure for possibly purchasing this shared community signage. Liaison with the Highways Department of the County Council, the Police and the Community Speed Watch Scheme is also necessary. This matter can be discussed further at the next Traffic and Pedestrian Working Party.

14. Date of Next Meeting – The next Planning and Development Committee Meeting will be held on Monday, 10th April 2017 at 6.15pm.

15. Agenda Items for Next Meeting – Members asked for the following items to be included for the next Committee Meeting: 3  Councillor Archer asked for Highway Matters and Health Services/Doctors’ surgeries with regard to infrastructure pressures (CiL/Section 106) (Community Infrastructure Levy), as a result of planning and development applications to be discussed.  Councillor Patten wished to ensure that the Town Council Representation is agreed at the next Planning and Development Committee Meeting in readiness for the Public Inquiry. She has agreed to meet with Councillor Ogden in order to review the previous representations of the Town Council, where the Clerk will forward any necessary papers to both Councillors. This matter will be reviewed again at the next Planning and Development Committee Meeting on the 10th April 2017. Councillor Ogden made mention of a Suffolk Preservation Society Archaeology training session which SALC (Suffolk Association of Local Councils) has brought to the Town Council’s attention, where the session is being held on the 9th May 2017 at Haughley Park Barn, Suffolk. Unfortunately no members of the Committee were attend this daytime training which costs £40 per Council. There being no other business, the Meeting closed at 7.03pm.
