KESGRAVE TOWN COUNCIL Planning and Development Committee Minutes Minutes of the Meeting of the Planning and Development Committee held on the 13th March 2017 in the Council Chamber, Kesgrave Town Council

1. Welcome and Apologies for Absence – The Chairman welcomed those present to the Meeting. An apology for absence was received from Councillor Wallace.

2. Declaration of Interests – There were no declarations of interest.

3. Minutes of the Last Meeting held on the 27th February 2017 – These Minutes were received, considered and approved by the Committee, following the vote. (Copy in Minute Book).

4. Clerks Report/Update/Matters Arising The Clerk reported that there were no updates or matters arising.

5. Members of the Public – There were no members of the public present.

6. Copy Letters of Objection/In Support/Observations – The Committee noted that no letters have been received.

7. Schedule of Applications/Proposals – The Committee considered and made its formal comments/recommendations to the Local Planning Authority – (LPA). (Copy in Minute Book).

8. Schedule of Planning Decisions – The Committee noted the updates. (Copy in Minute Book).

9. Referral to Planning Committee of the LPA (Local Planning Authority) as opposed to Officer Delegated or The Planning Inspectorate – The Committee noted there were no updates. 2

10.Planning for All Seminar – Thursday, 2nd March 2017 – Mildenhall, Suffolk – The report and update as prepared by Town Councillor Ogden following his attendance at this event was received and considered by Councillors. This seminar was organised by SALC (Suffolk Association of Local Councils). (Copy in Minute Book).

11.Public Inquiry – Appeal Reference: APP/J3530/W/16/3160194: Land To The East Of Bell Lane – The Committee received an update on the dates, timings, venues and process. It noted that the Inquiry will be from the 25th – 28th April 2017. On the 25th – 27th April from 10am it will be held in the Conference Room at the LPA’s (Local Planning Authority) new offices and on the 28th April it will be held at the Kesgrave War Memorial Community Centre (KWMCC). Councillors noted that the first day will set out the structure for the Inquiry with opening statements by Barristers. The LPA will present information about the 5 Year Housing Supply for the District. Witness statements will follow. A site visit will be held on the 27th April and on the final day, there will be discussions about Section 106 and CiL (Community Infrastructure Levy) contributions and final submissions by the Barristers. It was noted that more than one member of the public is permitted to speak during this process, but the Inspector will not permit any repetitions in this regard. The Committee noted that Town Councillor Ogden will represent the Town Council and Jane Cody will be speaking as a Member of the Public.

12.Adastral Park, Martlesham – Imminent Planning Application – The Committee noted there will be a site meeting and meetings with Neighbouring Parish Councils (Waldringfield, Brightwell and Foxhall and Purdis Farm) on the 14th March 2017. It was noted that Town Councillors Comber and Ogden have agreed to attend on behalf of the Town Council. The site meeting at the Adastral Park Site is at 3.30pm followed by a meeting and question and answer session at 4.30pm at Waldringfield. (A meeting has already been held between the LPA and Martlesham Parish Council). An update will be provided at the next Planning and Development Committee Meeting.

13.Housing White Paper – Councillors received and considered this Paper. The Committee noted that the deadline for responses is the 2nd May 2017. It was agreed that Councillor Ogden and the Clerk should respond on behalf of the Town Council. They agreed to meet to discuss this document on the 20th March 2017 at 5.15pm.

14.Date of Next Meeting – The next Planning and Development Committee Meeting will be held on Monday, 27th March 2017 at 6.15pm.

15.Agenda Items for Next Meeting – Members had no requests for items to discuss at the next Meeting. There being no other business, the Meeting closed at 7pm.
