KESGRAVE TOWN COUNCIL Planning and Development Committee Minutes Minutes of the Meeting of the Planning and Development Committee held on the 13th February 2017 in the Council Chamber, Kesgrave Town Council

Councillors Present: K Archer (Vice Chairman) A Athwall (Apologies) N Beecroft-Smith (Chairman of the Council) G Derrick (From Minute Number 7) P Mills (Chairman) J Ogden I Wallace (Not Present)

In Attendance:

  • Mrs S Clements – Clerk

1. Welcome and Apologies for Absence – The Chairman welcomed those present to the Meeting. An apology for absence was received from Councillor Athwall. Councillor Wallace was not present.

2. Declaration of Interests – There were no declarations of interest.

3. Minutes of the Last Meeting held on the 30th January 2017 – These Minutes were received, considered and approved by the Committee, following the vote. (Copy in Minute Book).

4. Clerks Report/Update/Matters Arising The Clerk reported that there were no updates or matters arising.

5. Members of the Public – There were no members of the public present.

6. Copy Letters of Objection/In Support/Observations – The Committee noted that a local resident has raised some concerns regarding:  ENF/2017/0060/DEV – 173 Main Road, Kesgrave DC/14/3634/FUL – The Committee noted that following the concerns of a local resident and the consent granted by the LPA in December 2014 for an extension to the detached garage, a window in the apex of the garage is evident, which was not included in the original permission. The Clerk has passed the details to the Planning Enforcement section of the LPA to investigate this possible breach of planning consent.

7. Schedule of Applications/Proposals – The Committee considered and made its formal comments/recommendations to the Local Planning Authority – (LPA). (Copy in Minute Book). Councillor Derrick arrived at this point in the Meeting. 2

8. Schedule of Planning Decisions – The Committee noted the updates. (Copy in Minute Book).

9. Referral to Planning Committee of the LPA (Local Planning Authority) as opposed to Officer Delegated or The Planning Inspectorate – The Committee noted the Appeal Decision from The Planning Inspectorate Appeal Ref APP/J3530/W/16/3161203 – 306 Main Road, Kesgrave (DC/16/2212/FUL – Proposal for 11 houses and associated garages, construction of 3 bay garages with studio over – The Appeal is dismissed and therefore, the refusal originally made by the LPA is allowed and supported by the Secretary of State.

10.Proposed Development at Adastral Park, Martlesham Heath PreApplication Meeting with SCDC – The Committee noted that there were no further updates at this stage regarding the proposed development, other than a letter of objection received from a local resident, which was forwarded to the LPA and copied to Martlesham Parish Council. (Copy in Minute Book).

11.SCDC (Suffolk Coastal District Council and SCC’s (Suffolk County Council) EDF Energy’s Sizewell C Stage 2 Consultation – The Committee recalled that it had resolved not to take the advice of the Clerk and respond formally to this consultation and also, that it had resolved not to take the opportunity and offer of the free of charge professional planning consultancy services of the Charity – Planning Aid England with professional planning assistance for the said response. The formal letter of objection from SCDC and SCC was received and noted, which included concerns about road infrastructure and additional pressures to the system, which is already at its full capacity, the environmental impact in an Area of Outstanding Natural Beauty and given that this application will be determined by the Secretary of State, appropriate compensation payments to local government, should this proposal be given the go ahead. The Clerk again, raised her concerns and disappointment that the Town Council had resolved not to respond formally.

12.Environment Agency (East Anglia Area) EDF Energy’s Sizewell C Stage 2 Consultation – Councillors received and noted that the formal consultation response of the Environment Agency, where further information has been requested regarding the relevant environmental impacts relating to this proposal. 13.Martlesham Parish Council Response to EDF Energy’s Sizewell C Stage 2 Consultation – Councillors received and noted Martlesham Parish Council’s formal response and opposition to this development. (Copy in Minute Book)

14.Site Allocations and Area Specific Policies Plan – The Committee noted that this Plan has now been adopted by the LPA and that no allocation for development on the Long Strops site has been included.

15.Appeal Reference: APP/J3530/W/16/3160194: Land To The East Of Bell Lane – Councillors received and noted Suffolk Coastal District Council’s (SCDC) response to the Planning Inspectorate. (Copy in Minute Book). 3

16.Planning for All Seminar – Thursday, 2nd March 2017 – Mildenhall, Suffolk – It was agreed that Councillor Ogden should’ attend this seminar (free of charge event), on behalf of the Committee, provided that another representative and car driver can attend with him, due to the logistics of the venue’s location. Councillor Ogden agreed to liaise with Martlesham and Rushmere St Andrew Parish Councils in this regard.

17.Date of Next Meeting – The next Planning and Development Committee Meeting will be held on Monday, 27th February 2017 at 6.15pm.

18.Agenda Items for Next Meeting – Members had no requests for items to discuss at the next Meeting. There being no other business, the Meeting closed at 6.53pm.
