KESGRAVE TOWN COUNCIL Planning and Development Committee Minutes Minutes of the Meeting of the Planning and Development Committee held on the 22nd May 2017 in the Council Chamber, Kesgrave Town Council

Councillors Present: K Archer A Athwall N Beecroft-Smith (Chairman of the Council) G Derrick (Apologies) G Hamilton P Mills R Patten I Wallace (No Apologies given and Not Present)

In Attendance:

1. Election of Committee Chair – Councillor Mills was elected to serve as Chairman of the Committee for the ensuing year, following the proposal, which was seconded and the subsequent vote.

2. Election of Committee Vice Chair – Councillor Archer was elected to serve as Vice Chairman of the Committee for the ensuing year, following the proposal, which was seconded and the subsequent vote.

3. Welcome and Apologies for Absence – The Chairman welcomed those present to the Meeting. An apology for absence was received from Councillor Derrick and Councillor Wallace was not present and did not send his apologies for absence.

4. Declaration of Interests – Councillor Archer declared a non-pecuniary interest on the planning application: DC/17/1744/FUL – 28 Orchard Grove – Removal of conservatory, single storey extension to the rear as the applicant is a neighbour of his.

5. Minutes of the Last Meeting held on the 8th May 2017 – These Minutes were received, considered and approved by the Committee, following the vote. (Copy in Minute Book).

6. Clerks Report/Update/Matters Arising  Minute Number 12 DC/17/1435/OUT – Land South and East of, Adastral Park, Martlesham (Adjoining Parish boundary) – The Committee noted that Defra is currently undertaking air quality assessments. The detailed documents and formal response from Martlesham Parish Council were received and noted. The formal responses and in particular the way in which Martlesham has so diligently and professionally responded, will form the structure for the LPA to analyse concerns in its discussions with CEG and other consultees and within the LPA Planning Committee Report.

7. Members of the Public – There were no members of the public present.

8. Copy Letters of Objection/In Support/Observations – The Committee noted that there were no letters received. 2

9. Schedule of Applications/Proposals – The Committee considered and made its formal comments/recommendations to the Local Planning Authority – (LPA). (Copy in Minute Book).

10. Schedule of Planning Decisions – The Committee noted the updates. (Copy in Minute Book).

11. Referral to Planning Committee of the LPA (Local Planning Authority) as opposed to Officer Delegated or The Planning Inspectorate – The Committee noted that there were no updates.

12. Public Inquiry – Appeal Reference: APP/J3530/W/16/3160194: Land to The East of Bell Lane – The Committee is aware that the Planning Inquiry for the proposed 300 homes on land off of Bell Lane, Kesgrave has been postponed until the 28th June 2017, pending the outcome of a Report. A key independent Report by Peter Brett Associates has been commissioned by Suffolk Coastal, Babergh and Mid Suffolk District Councils alongside Ipswich Borough Council to detail a strategic assessment of housing needs for the four authorities. The report is due to be published by the 12th May 2017.

13. East Anglia One and Three Offshore Windfarm – The Committee received and noted the updates in relation to Kesgrave. It noted that the cable route for the East Anglia One and East Anglia Three Projects goes through Martlesham, under the A12 and onto Great and Little Bealings. It will not affect Kesgrave which is some distance away from these works. Traffic will be routed via the main strategic access routes, in this case the A12, and the Suffolk Lorry Route network. There will be some local access routes but again, these are not near Kesgrave.

14. Neighbourhood Plan – The Committee noted that the Working Party met on the 17th May 2017. Councillor Archer was thanked for his hard work in arranging the excellent aerial photographs of Long Strops area on Sunday, 22nd May 2017. Councillors Hamilton and Patten were thanked for their work in agreeing to take photographs in the Long Strops and Bell Lane area for inclusion in the Character Assessment and the Policy for inclusion in the emerging Kesgrave Neighbourhood Plan. Councillor Beecroft-Smith and those members of the Kesgrave Neighbourhood Plan Working Party who were present at this Committee Meeting this evening provided an update. The Committee noted that with regard to the Questionnaires, these are being edited so that there are fewer questions. The proposed engagement sessions and dates were noted. These include proposals for sessions on Tuesday 4th July 2017 at the Kesgrave Scout Hall from 7pm – 9pm, Thursday 6 th July 2017 at the Millennium Jubilee Hall (MJH) from 7pm – 9pm and Saturday 8th July 2017 at the Baptist Church Hall from 10am – 12 noon. Councillors emphasised the necessity to upload documents and information onto a designated link for the emerging Neighbourhood Plan on the Town Council’s website. It was noted and agreed that the Neighbourhood Plan will shape development in the Town.

15. Date of Next Meeting – The next Planning and Development Committee Meeting will be held on Monday, 5th June 2017 at 6.15pm.

16. Agenda Items for Next Meeting – Members had no requests for items to discuss at the next Meeting. There being no other business, the Meeting closed at 6.57pm.
