 KESGRAVE TOWN COUNCIL Planning and Development Committee Minutes Minutes of the Meeting of the Planning and Development Committee held on the 5th June 2017 in the Council Chamber, Kesgrave Town Council

1. Welcome and Apologies for Absence – The Chairman welcomed those present to the Meeting. An apology for absence was received from Councillor Derrick and Councillor Wallace was not present and did not send his apologies for absence.

2. Declaration of Interests – There were no declarations of interest made.

3. Minutes of the Last Meeting held on the 22nd May 2017 – These Minutes were received, considered and approved by the Committee, following the vote. (Copy in Minute Book).

4. Clerks Report/Update/Matters Arising – There were no matters to report.

5. Members of the Public – Parish Councillor Stephen Denton spoke about the concerns of Martlesham Parish Council relating to the proposed CEG development at Adastral Park, Martlesham Heath. The Committee noted that about 51% of the Martlesham doctors’ surgery patients live in Martlesham Heath and 22% live in Kesgrave. Distances for access to the proposed new surgery would be problematic, where 20% of patients are aged 66 or over and over 50% of patients currently regularly or occasionally walk or cycle to the surgery. In addition, 67% of these patients use the Martlesham Pharmacy for their prescriptions and from an economic viewpoint, the surgery brings footfall into the village centre and helps to make it commercially viable. Parish Councillor Denton also spoke about the Martlesham Neighbourhood Plan which indicates a strong preference to keep the Martlesham Doctors Surgery open, but that local people would like to see this surgery expanded to offer more services. Two members of the Public spoke about their respective concerns relating to an application on the Schedule of Applications. This is on the grounds that the garage and store would have an adverse impact on the visual amenity, where it is clear that the build line/boundary would need to be extended. The application in question is 1 St Lawrence Green – DC/17/2065/FUL – Single storey side/rear extension & side extension at first floor level & associated alterations. 2

6. Copy Letters of Objection/In Support/Observations – The Committee noted the formal response from Martlesham Parish Council regarding the CEG proposed development at Adastral Park, Martlesham Heath relating to the doctor’s surgery facilities in Martlesham.

7. Schedule of Applications/Proposals – The Committee considered and made its formal comments/recommendations to the Local Planning Authority – (LPA). (Copy in Minute Book).

8. Schedule of Planning Decisions – The Committee noted the updates. (Copy in Minute Book).

9. Referral to Planning Committee of the LPA (Local Planning Authority) as opposed to Officer Delegated or The Planning Inspectorate – The Committee noted that there were no updates.

10. Public Inquiry – Appeal Reference: APP/J3530/W/16/3160194: Land to The East of Bell Lane – The Committee noted that the Planning Inquiry for the proposed 300 homes on land off of Bell Lane, Kesgrave will now be held from 10am on the 8th August 2017 – 11th August 2017 at the LPA offices. The schedule for the Public Inquiry were received and noted by the Committee. The Committee also received and noted the independent report by Peter Brett Associates which was commissioned by Suffolk Coastal, Babergh and Mid Suffolk District Councils alongside Ipswich Borough Council to detail a strategic assessment of housing needs for the four authorities.

11. Neighbourhood Plan – The Committee noted that the Working Party met on the 30th May 2017. They will meet again on the 7th June 2017 at 6.30pm at the Town Council offices. Councillor Archer reported that he will display the aerial photographs of the Long Strops area at the Neighbourhood Plan Stall for the Big Lunch/Kesgrave Fun Day on Saturday, 10th June 2017. Hats have been purchased for those on the Stall. ID badges are being organised. The Committee agreed, following the vote, to the purchase of a small gazebo for the Neighbourhood Plan Stall, which can be utilised afterwards for other community events and initiatives. Councillors Hamilton and Patten advised the Committee that with regard to the photographs in the Long Strops and Bell Lane area for inclusion in the Character Assessment and the Policy for inclusion in the emerging Kesgrave Neighbourhood Plan, that these will be finalised shortly. The Committee noted that the engagement sessions and dates have been confirmed. Sessions will take place on Tuesday 4th July 2017 at the Kesgrave Scout Hall from 7pm – 9pm, Thursday 6 th July 2017 at the Millennium Jubilee Hall (MJH) from 7pm – 9pm and Saturday 8th July 2017 at the Baptist Church Hall from 10am – 12 noon.

12. Playford Neighbourhood Plan – The Committee noted that any final comments about the Neighbourhood Area Designation need to be submitted by the 13th June 2017.

13. Adastral Park Development, Martlesham Heath (CEG Planning Application) – Councillors raised their respective concerns with regard to the current criteria for the provision of on-site health facilities, where NHS England Prioritisation and Approvals Process via the Clinical Commissioning Groups (CCG) will only support these facilities for developments of 3,500 homes or more. 3 The Committee received and noted the formal response from Martlesham Parish Council and its concerns about the implications of losing the surgery at Martlesham Health and strongly supports the strategy put forward by the NHS in their response to the CEG to use the funding to expand the facilities of Martlesham and Kesgrave doctors surgeries, where it is considered that if a new surgery is built on the CEG site, the existing surgery at Martlesham Health will be squeezed out of existence. It was agreed, following the vote, to agree a joint policy in conjunction with Martlesham Parish Council and to continue proactively working in partnership with them. This would relate to infrastructure such as doctors’ surgeries, air quality and the highway infrastructure as adjoining parish/towns. It was agreed that Councillor Patten will represent the Town Council in this regard.

14. Date of Next Meeting – The next Planning and Development Committee Meeting will be held on Monday, 19th June 2017 at 6.15pm.

15. Agenda Items for Next Meeting – Members had no requests for items to discuss at the next Meeting. There being no other business, the Meeting closed at 6.55pm.
